The Human-Elephant Conflict Crisis
In a major step towards resolving Andhra Pradesh's decades-old Human–Elephant Conflict (HEC), Operation Kumki is reshaping wildlife management. The Chittoor region had suffered immense losses, and traditional interventions were no longer effective.
Key Issues (2011-2024)
- 25 Human Fatalities: 25 మానవ మరణాలు: Farmers and villagers living in constant fear for their lives.
- 46 Elephant Deaths: 46 ఏనుగుల మరణాలు: Tragic losses from electrocution and poisoning, escalating the conflict.
- 203+ Acres Crop Damage: 203+ ఎకరాల పంట నష్టం: Devastating economic impact on local agricultural communities.
Key Quote: A New Vision
"Pawan Kalyan's leadership was pivotal in overcoming the political inertia. With a strong mandate, he secured funding and established a task force to execute this proactive new strategy."
Key Milestones
The Kumki Doctrine: A New Strategy
At the heart of the initiative is the Kumki—a trained, conflict-intervention elephant. Derived from the Persian word kumak (meaning “helper”), this doctrine marks a transformative shift from reactive to proactive, systematic herd management.
Pillars of the Doctrine
- Ancient Husbandry: పురాతన పశుపోషణ: Using traditional techniques to train elephants for controlling wild herds with minimal force.
- Modern Technology: ఆధునిక సాంకేతికత: 24/7 aerial surveillance via drones, real-time village alerts, and advanced herd management systems.
- Inter-State Collaboration: అంతర్రాష్ట్ర సహకారం: Partnering with Karnataka to procure trained Kumkis and share expert knowledge.
Key Feature: The Karnataka Connection
"The collaboration with Karnataka was essential, providing trained elephants and expertise. The official handover in May 2025 symbolized a new long-term partnership."
First Success: August 2025
The first deployment was a game-changer. A herd of 14 wild elephants threatening Mogili village was intercepted by three Kumkis—Krishna, Jayant, and Vinayaka—and guided back to the Koundinya Wildlife Sanctuary.
Immediate Results
- Provided immediate relief తక్షణ ఉపశమనం అందించింది to farmers who had been living in fear for months.
- Garned widespread praise విస్తృత ప్రశంసలు పొందింది for its non-lethal effectiveness and strategic execution.

Looking Ahead: Expansion & Tech
The initial success is just the beginning. The state plans to extend the program to Punganur and North Andhra (Vizianagaram and Srikakulam districts). The strategy includes Elephant Herd Composition Management to mitigate conflict.
Next Steps
- Drones for 24/7 Surveillance: 24/7 నిఘా కోసం డ్రోన్లు: Using advanced AI to predict elephant herd movements and prevent incursions.
- Real-time Mobile Alerts: నిజ-సమయ మొబైల్ హెచ్చరికలు: A dedicated app to warn farmers and villagers of nearby elephant presence.
- Continuous Training: నిరంతర శిక్షణ: Ongoing joint programs with Karnataka experts to refine techniques and train new mahouts.
Conclusion: A New Hope
"Operation Kumki represents a new era in human-wildlife coexistence. It is a testament to the power of political will, diplomacy, and innovation in solving complex environmental challenges."
